The fact is hundreds of people in government know executive policy and precedent better than any standing president.

You can probably categorize the American government by most cited Executive Orders,  sorted by the agencies that cite which ones the most.

Then you can sort office divisions by favorite historical presidents.

The sad reality is that old documents are the greatest leaders in government as literal Read Only Memory. This is how The Patriots AI is truly real. You don't need a UI or vocoder to see old Executive Orders at work, living beyond any administration.
