The goal is to always find a useful role for people. Sometimes a reduction of hours helps one find what that role is.

Reducing hours is a better way of letting people go, until they one day stop asking for more work. While they ever find a renewed interest in the job.

Every fired person walks away with a list of contacts, that are no longer in the company. The later seasons of Mad Men cover this as a merger is shown to have no loyalty to British management.

You can't actually fire certain people at a certain point in their careers. Their contacts naturally supply them a job in their network and circle of friends. You end up seeing them again in public.
