Walk into many Indian kiranas, wine shops, cigarette counters, and even restaurant bars after 9 pm, and you will see the same gap: **age-restricted products ring up like biscuits**. The cashier scans a pack of cigarettes or a beer, the bill prints, UPI settles, and nobody in the software ever asked “is this customer 18 / 21 / 25?” State Excise rules, COTPA restrictions, and local police drives exist on paper. On the counter, the control is often a verbal “kitne saal?” and a shrug.
This playbook is about putting a **hard age gate on SKUs at POS** — not about licensing paperwork alone, not about GST rate of tobacco, and not about e-way for liquor transport. If your billing software can sell a banned age band as freely as a soft drink, your risk sits with the owner, not the scanner.
Disclosure: I work with Caddayn on retail billing workflows. The steps below are operational; confirm Excise / COTPA / state rules with your CA or compliance advisor for your city.
## What “age-restricted” means at an Indian counter
In practical shop language, an **age-restricted SKU** is any item the state or central law says must not be sold to minors (and sometimes not below a higher age for alcohol). Common counter examples:
- Cigarettes, bidis, chewing tobacco, pan masala variants under local bans
- Nicotine pouches / vapes where still sold (rules shift fast — treat as gated)
- Beer, wine, IMFL at licensed wine shops and restaurant bars
- Some pharmacies’ Schedule-H / OTC edge cases are *prescription* gates, not age gates — do not mix the two workflows
Related but different: MRP revision, HSN chaos, and inclusive GST price mode. Those affect tax lines. Age gates affect **whether the line is allowed to enter the bill at all**.
A clean retail POS overview is at https://www.caddayn.com/guides-retail-pos-billing/ and the retail product page at https://www.caddayn.com/products/retail/ . ## Why shops still skip the gate (and what it costs)
1. **“Regular customer” culture.** Staff know the neighbourhood uncle. Verbal trust replaces ID. One undercover check or complaint and the “regular” story does not help.
2. **Speed pressure at peak.** Cigarette + matchbox + UPI in 12 seconds feels like good service. A prompt that forces DOB or ID type feels like friction — until a notice arrives.
3. **Mixed baskets.** Customer buys atta + cigarettes. Softwares that only warn at payment still print the restricted line in the middle of a normal grocery bill with no manager trail.
4. **No SKU flag.** If the item master has no “age_min = 18 / 21 / 25” field, the POS cannot gate. Staff cannot remember every SKU.
5. **Manager override without audit.** Even shops that ask for age often accept “boss bola de do” with no PIN, no reason code, no CCTV-linked bill id — useless in a dispute.
6. **Multi-counter drift.** One terminal blocks, another (or a spare Android POS) sells freely. Franchise / multi-POS shops feel this first.
GST-ready billing discipline helps the tax side https://www.caddayn.com/blogs/best-gst-billing-software-india/ and https://www.caddayn.com/blogs/free-vs-paid-gst-billing-software/ — but **tax correctness ≠ age compliance**. You need both.
## Week-one control framework
### 1) Tag every restricted SKU in the item master
Do not rely on category names alone (“Tobacco” folder). Explicit fields:
- `age_min` (18 / 21 / 25 as per your licence and state)
- `restriction_type` = age | prescription | ban-list
- `require_id_on_sale` = yes/no
- `manager_override_allowed` = yes/no (prefer yes with reason codes, not silent)
Barcode billing speed still matters — see https://www.caddayn.com/blogs/barcode-billing-software/ — but the scan should **open a gate**, not skip it.
### 2) Gate at scan time, not only at settlement
Best practice: the moment a restricted barcode hits the bill, the POS:
1. Freezes further qty increase until the gate clears
2. Shows required age and allowed ID types (Aadhaar last-4 / DL / voter — follow what your lawyer accepts; do not store full Aadhaar in the bill)
3. Captures either confirmed DOB band or “ID verified — type X” with staff user id
4. Only then adds the line
If you wait until “Save bill”, cashiers learn to void and re-bill on a terminal without the prompt.
### 3) Define manager override as a first-class event
Overrides will happen (foreign tourist without local ID, corporate guest list at a restaurant, edge cases). Treat override like a price-override PIN:
- Manager PIN or biometric
- Reason code: ID_OK_MANUAL / GUEST_LIST / REFUSAL_ESCALATION
- Bill id + timestamp + SKU + cashier + manager in an immutable log
- Day-end report: “age overrides today”
Without this, overrides become the back door that empties the policy.
### 4) Train refusal scripts (ops, not IT)
Software cannot smile for you. Give cashiers two short Hindi/English lines:
- “Sir, Excise / shop rule — photo ID with date of birth required for this item.”
- “Sorry, we cannot sell this item without ID. I can remove it from the bill and finish the rest.”
Refusal that still completes the grocery basket keeps the sale and the compliance story.
### 5) Separate restaurant bar tickets from food KOTs when needed
For dine-in bars, age gate often belongs on the **liquor KOT / bar bill**, not only the final GST invoice. Table merge/split and tip/service-charge are separate playbooks; here the rule is: no liquor line without gate clearance, even if food already printed.
Restaurant billing context: https://www.caddayn.com/products/softwares/restaurant-billing-management/
### 6) Cloud / multi-branch: sync the flag, not just the price
If age_min lives only on one terminal’s local DB, a second counter or offline device will sell wrong. Prefer cloud item master sync with offline cache of the flag — see https://www.caddayn.com/blogs/cloud-billing-software-for-retail-india/ . Offline mode must still enforce last-known age_min; do not “fail open.”
## Sample counter SOP (laminate this)
1. Scan / search item.
2. If age-restricted → prompt.
3. Ask for ID; confirm visible DOB ≥ age_min.
4. Select ID type + staff confirm (no full Aadhaar number in remarks).
5. If no ID → remove line or manager override with reason.
6. Complete tender (cash / UPI / card).
7. If refused sale of restricted item only → still offer to complete other items.
## Reports owners should open every Monday
- Restricted SKU sales count vs overrides
- Cashiers with abnormally high override rate
- Terminals with zero age prompts (flag may be missing)
- After-hours wine-shop tickets without ID type captured
Pair this with normal GST and download hygiene from https://www.caddayn.com/downloads/ and product questions via https://www.caddayn.com/more-info/ .
## What “good” looks like in 30 days
- 100% of tobacco / alcohol SKUs tagged with age_min
- Gate fires at scan on every POS including spare devices
- Override log reviewed weekly by owner (not only CA)
- Staff can refuse calmly without killing the whole basket
- No “shadow” billing app on a phone that bypasses the gate
## Closing
Indian shops do not lose age-restricted cases because the law is unclear — they lose them because **the bill never asks**. A practical POS gate is a SKU flag, a scan-time prompt, a typed ID confirmation, and a manager override that leaves fingerprints. Do that, and cigarettes and beer stop being “just another line item.”
