Why would Congress ever have arresting powers? :(

Would it take a constitutional amendment for them to have arresting powers, or can they just declare them in a resolution?

Why would Congress not be able to send its own agents to any court with a complaint and detained, sealed under its powers, then be heard in the very courts it founds and impeaches?
