I have argued to Ra that any competent intelligence agency in the world would recruit primarily from the most-connected universities and S&P 500 payrolls.

They differ.

Ukraine as a theater over all-time, has taught me that loyalty is worth more than any weapon or command. I realize I like intelligence agencies more than any government organ or machinery, because only they appraise loyalty above all else.
