Congress has to take delivery for all cash issued eventually. If it does not take good delivery in metal, all of the cash fails to even hold a nation. The gold standard is always in effect because Congress has to eventually hold the core productions of the United States for it to be sovereign.

At present, Congress collects plywood cubes in the so called Federal Reserve. This is not a nation. It is an odd set of prisons at most.
