The President of the United States is democratically elected and merely tolerated as the Republic. They are merely tolerated for four bloody years at a time.

That is a society designed by entities that never shared power once with the President. And the power is now so little to the channel, they will mock their government as powerless to incorporate the President as bureaucratic culture.

We see the President is not capable of having an entity loyal to it as desired. :)
